Previous Bore Holes - Do they pose a threat?

These pictures tell the story - These left over holes appear to be uncovered and may pose a threat to ground water. Apparently the rules and regulations from years past did not require these holes to be filled and secured from contamination. SWE wonders is these holes have been left alone or were they used for waste disposal which has happened and may still be way to rid the planet''s surface of toxic waste. More to the point, these are examples of what happens when citizen, local governments, and politicians are either asleep at the wheel or blinded by political contributions.

A Email was sent to Cathy Steppe and Ann Coakley inquiring whether or not DNR has attempted to investigate these wells wither by testing the contents of these wells or actually using a camera to visually inspect these wells? If so where may the results be reviewed? If these suggestions have not been considered or implemented, please explain.
